Tasks of the Legal Affairs Unit
Providing legal advice and opinions on matters related to the institution’s activities and operations.
Drafting and reviewing the legal wording of administrative decisions issued by the relevant departments to ensure their compliance with applicable legislation and minimize the risk of legal challenges before competent authorities.
Providing legal advice on Arab and international agreements related to the institution’s mandate and activities.
Preparing, reviewing, or participating in the drafting of contracts and agreements entered into by the institution and providing legal guidance on their implementation.
Drafting laws, regulations, and instructions required for the institution’s operations.
Identifying gaps in applicable laws, regulations, and instructions through practical implementation and proposing the necessary amendments.
Initiating requests for the interpretation of legal provisions where ambiguity exists or where differing interpretations arise, and following up with the Prime Ministry and the Bureau for the Interpretation of Laws.
Maintaining and documenting legal references required for the institution’s work, including laws, regulations, instructions, legal commentaries, periodicals, legal encyclopedias, and the Official Gazette.
Preparing disciplinary case files and ensuring that all supporting documents required for submission to the Disciplinary Council are properly organized and attached.
Preparing and organizing all documents required for referring employees to the Public Prosecutor when administrative violations involve criminal offenses.
Providing the Public Prosecution, Administrative Prosecution, and the Civil Attorney General’s Department with all evidence, information, legal grounds, and supporting documentation related to cases filed by or against the institution before competent courts.
Chairing or participating in investigation committees, as appropriate, concerning alleged employee violations, complaints submitted by or against employees, or any matters requiring formal investigation by the institution.
Reviewing inquiries and observations issued by the Audit Bureau from a legal perspective and submitting the necessary recommendations to the competent authority.
Participating with the Legislation and Opinion Bureau in the preliminary review and discussion of draft laws and regulations directly related to the institution’s work.
