Vocational Training Corporation Law
Vocational Training Corporation Law No. 11 of 1985 and its amendments.

This law shall be called the (Vocational Training Corporation Law of 1985) and shall come into force as of the date of its publication.
The following words and expressions, wherever they appear in this law, shall have the meanings assigned to them below unless the context indicates otherwise:
Minister: Minister of Labor.
Corporation: Vocational Training Corporation.
Council: The Board of Directors of the Vocational Training Corporation formed under the provisions of this law.
Director General: Director General of the Vocational Training Corporation.
Training Levels: A set of technical specifications required for a specific occupation to determine the training level, training plans, and examination criteria.
This law shall be called the (Vocational Training Corporation Law of 1985) and shall come into force as of the date of its publication.
- A corporation called the “Vocational Training Corporation” shall be established in the Kingdom. It shall be affiliated with the Minister, have a legal personality, and enjoy financial and administrative independence under the provisions of this law and its regulations. It may sue and be sued under this name and may appoint the Attorney General or any other person to represent it legally. It shall also have its independent budget.
- The headquarters of the Corporation shall be in Amman, and it may open branches in any other part of the Kingdom.
The Corporation shall undertake the following:
Provide vocational training opportunities to prepare and upgrade the efficiency of the technical workforce at various levels of non-academic training, including:
- Apprenticeship programs for youth and adults for long-term organized training, in accordance with applicable legislation.
- Training of employees in specialized training centers and at their workplaces to enhance their efficiency.
- Intensive and short-term training in various professions.
- Training in occupational safety and health fields.
Provide advisory services to support the establishment and development of small and medium enterprises.
The affairs and management of the Corporation shall be handled by:
- A Board of Directors.
- A Director General.
- An executive body.
The Board of Directors shall consist of:
- The Minister
- The Director General
- A representative from the Ministry of Labor
- A representative from the Ministry of Education
- A representative from the Ministry of Public Works
- A representative from the Ministry of Planning
- A representative from the Engineers Association
- A representative from the Amman Chamber of Industry
- A representative from the General Federation of Trade Unions
- Two representatives from the private sector nominated by the Minister
Except for the Chairperson and the Director General, the rest of the members shall be appointed by a decision of the Council of Ministers upon the Minister’s recommendation. The term of the Board shall be two years, renewable, and the remuneration of its members shall be determined by the Council of Ministers upon the Minister’s recommendation.
The Board shall have the following powers and duties:
- Establish the general policy of the Corporation.
- Prepare vocational training plans and programs.
- Study the need for vocational training in different institutions.
- Approve the general framework for training levels and related instructions.
- Prepare the necessary draft regulations.
- Approve the annual budget and submit it to the Council of Ministers for approval.
- The Board shall meet upon the invitation of the Chairperson or, in their absence, the Deputy Chairperson at least once every three months or whenever necessary. The meeting shall be valid if attended by at least eight members, including the Chairperson or Deputy.
- Decisions of the Board shall be made by consensus or majority vote, and in case of a tie, the Chairperson shall have the casting vote.
The Chairperson of the Board represents the Corporation in its relations with others.
The Council of Ministers, upon the Minister’s recommendation, shall appoint the Director General and determine their salary and allowances, provided that the decision is endorsed by the Royal Decree.
The Director General shall perform the following duties and powers:
- Implement the policies and decisions adopted by the Board.
- Supervise the employees and staff of the Corporation and manage its executive apparatus.
- Prepare the annual budget and submit it to the Board.
- Exercise any other powers delegated by the Board or stated in regulations issued under this law.
The resources of the Corporation shall consist of:
- Funds allocated in the general budget.
- Revenues generated from its activities.
- Any grants, donations, or financial aid received and approved by the Council of Ministers.
The Council of Ministers may issue, upon the Board’s recommendation, the regulations necessary for implementing this law, including those related to financial, supplies, contracts, employees, and staff affairs. Until such regulations are issued, the applicable regulations in ministries and government departments shall apply.
The Audit Bureau shall audit the Corporation’s accounts, and the Council of Ministers may appoint a certified auditor for this purpose.
The Vocational Training Regulation No. (13) of 1974 shall be repealed, and any provisions in other legislation inconsistent with this law shall also be repealed to the extent of the inconsistency.
The Prime Minister and Ministers are charged with implementing the provisions of this law.
