انطلقت، الأثنين، فعاليات مشروع "بكرة"، الذي يهدف إلى تخفيف العبء الرعائي عن النساء في الأردن ورفع مشاركتهن الاقتصادية.
وينفذ مشروع "بكرة" جمعية الخدمة الجامعية العالمية في كندا، بالشراكة مع مؤسسة التدريب المهني والمجلس الوطني لشؤون الأسرة ومؤسسة صداقة، و تموله الحكومة الكندية.
وقال أمين عام وزارة التنمية الاجتماعية دكتور برق الضمور، خلال رعايته إطلاق المشروع مندوبا عن وزيرة التنمية الاجتماعية وفاء بني مصطفى، إنّ إطلاق المشروع يتزامن مع صدور تشريعات تتعلق بقطاع الحضانات وإعطاء مرونة في تسجيل الحضانات الجديدة خاصة المنزلية منها.

وأضاف الضمور، أن إدراج الحضانات كواحد من قطاعات الحماية الاجتماعية، وهي إحدى الأولويات الـ13 في استراتيجية تمكين المرأة في رؤية التحديث الاقتصادي، يُسهم في انتقال النساء العاملات من قطاع العمل غير المنظم إلى العمل المنظم
وأكد الحاجة لإنشاء 40 ألف حضانة جديدة، و استمرار الوزارة في تقديم الوزارة منحا للجمعيات الخيرية لإنشاء حضانات جديدة أو صيانة القائمة منها إضافة إلى دعم إنشاء حضانات منزلية، ضمن أسس معتمدة في الوزارة.
وأوضح أن الوزارة أصدرت نظام حضانات جديد ينص على الانتقال من مرحلة تأسيس وترخيص الحضانات المنزلية إلى مرحلة التسجيل من خلال تسهيل إجراءات ترخيصها لتشجيع النساء على إنشاء حضانات في منازلهن وتقديم الدعم لهن.
وأوضح أنّ التشريعات الناظمة لعمل الحضانات تهدف إلى توفير أماكن رعاية آمنة وصحية للأطفال، وإيجاد فرص عمل جديدة لمقدمات الرعاية فيها، ما ينعكس على تشجيع عمل المرأة في سوق العمل.

من جهته، أشار مدير عام مؤسسة التدريب المهني أحمد الغرايبة، إلى أن المؤسسة تسعى إلى تطوير برنامج للرعاية الطفولة المبكرة كأول برنامج تدريبي معتمد في الأردن في هذا المجال.
وقال إن المؤسسة نجحت بالتعاون مع مكتب جمعية الخدمة الجامعية العالمية في كندا، بتصميم و تقديم تدريب يزود النساء بمهارات مطلوبة في قطاع الرعاية والنماء في مرحلة الطفولة المبكرة، ما يضمن تحسين نوعية خدمة رعاية الأطفال و تمكين المرأة من تحقيق استقلالية مالية و مساهمة فاعلة في الاقتصاد.

بدوره، أكد أمين عام المجلس الوطني لشؤون الأسرة الدكتور محمد مقدادي، الحاجة إلى إنشاء مزيد من الحضانات المنزلية، خاصة في المناطق النائية، لتعزيز مشاركة النساء الاقتصادية.
وقال "بتوسيع توافر حضانات منزلية، لا نقدم خدمات رعاية الأطفال الأساسية فقط ، بل نوفر أيضًا فرص عمل للنساء، ما يسهم في النمو الاقتصادي والمساواة بين الجنسين في الأردن"، مشيرا إلى دور المجلس الاستراتيجي بالشراكة مع مؤسسة التدريب المهني في توفير تدريب شامل للنساء في قطاع رعاية الطفولة المبكرة والتعليم.

وقال السفير الكندي لدى الأردن طارق خان، إن دعم بلاده لمشروع "بكرة" بـ12.2 مليون دولار دليل واضح على التزام كندا بتعزيز المساواة وتمكين المرأة من خلال تحسين الوصول إلى خدمات رعاية الأطفال عالية الجودة.

بدورها، قالت مديرة مكتب جمعية الخدمة الجامعية العالمية الكندية في الأردن نانسي المومني، إن مشروع 'بكرة' مصمم لإحداث تغيير وإيجاد بيئة شاملة تمكن النساء من الازدهار في سوق العمل.
وأضافت أن المشروع يستهدف أكثر من 8600 امرأة في 7 مناطق من المملكة، لدفع تغيير يعالج أهم قضايا رعاية الأطفال التي تحول دون مشاركة النساء في سوق العمل.

وقالت عضو الفريق التنفيذي في مؤسسة صداقة، رندة نفاع، إن نسبة التحاق الأطفال في الحضانات لا تتعدى 3 بالمئة، وإن ذلك مرتبط بضعف مشاركة المرأة الاقتصادية التي تعد من بين أدنى المعدلات في العالم بنسبة 14 بالمئة.
وأوضحت نفاع، أن مشروع بكرة" سيساهم برفع جودة الخدمة في الحضانات وسيزيد من انتشارها وجعلها خدمة متاحة بتكلفة وجودة مناسبة للأم والأسرة العاملة.

"Wisc" launches "Bakra" project in partnership with vocational training and the National Council for Family Affairs

The activities of the "Bakra" project, which aims to reduce the welfare burden on women in Jordan and raise their economic participation, kicked off on Monday.

The "reel" project is implemented by the World University Service Association in Canada, in partnership with the vocational training Foundation, the National Council for Family Affairs and the Friendship Foundation, and funded by the Canadian government.

The secretary general of the Ministry of Social Development, Dr. Barq Al-Damour, during his sponsorship of the launch of the project as a representative of the minister of Social Development Wafa Bani Mustafa, said that the launch of the project coincides with the issuance of legislation related to the nursery sector and giving flexibility in registering new nurseries, especially home ones.

He added that the inclusion of nurseries as one of the Social Protection sectors, which is one of the 13 priorities in the strategy of empowering women in the vision of economic modernization, contributes to the transition of working women from the informal labor sector to organized work

He stressed the need to establish 40 thousand new nurseries, and the ministry continues to provide grants to charities to establish new nurseries or maintain existing ones, in addition to supporting the establishment of home nurseries, within the approved bases in the ministry.

He explained that the ministry has issued a new nursery system that provides for the transition from the stage of establishing and licensing home nurseries to the registration stage by facilitating their licensing procedures to encourage women to establish nurseries in their homes and provide support to them.

He explained that the legislation regulating the work of nurseries aims to provide safe and healthy places for children and to create new job opportunities for their caregivers, which is reflected in encouraging women's work in the labor market.

For his part, the director general of the vocational training institution, Ahmed Al-gharaiba, pointed out that the institution seeks to develop an early childhood care program as the first accredited training program in Jordan in this field.

He said that the foundation, in cooperation with the Office of the International University Service Association in Canada, has succeeded in designing and providing training that provides women with skills needed in the early childhood care and development sector, which ensures improving the quality of childcare service and enabling women to achieve financial independence and an active contribution to the economy.

For his part, the secretary general of the National Council for Family Affairs, Dr. Mohammad makdadi, stressed the need to establish more home nurseries, especially in remote areas, to enhance women's economic participation.

"By expanding the availability of home nurseries, we not only provide basic childcare services, but also provide job opportunities for women, which contributes to economic growth and gender equality in Jordan," he said, referring to the strategic role of the council in partnership with the vocational training foundation in providing comprehensive training for women in the early childhood care and education sector.

Canadian ambassador to Jordan Tariq Khan said that his country's support for the "reel" project with 12.2 million dollars is a clear proof of Canada's commitment to promoting equality and empowering women by improving access to high-quality childcare services.

Nancy Momani, director of the Canadian Global University Service Association office in Jordan, said that the Bakra project is designed to make a difference and create an inclusive environment that enables women to thrive in the labor market.

She added that the project targets more than 8,600 women in 7 regions of the kingdom to drive a change that addresses the most important issues of childcare that prevent women from participating in the labor market.

Randa NAFA, a member of the executive team at sadakah Foundation, said that the enrollment rate of children in kindergartens does not exceed 3 percent, and this is related to the weak economic participation of women, which is among the lowest rates in the world at 14 percent.

NAFA explained that the Bakra project " will contribute to raising the quality of service in nurseries and will increase its spread and make it an available service at a cost and quality suitable for mothers and working families.
