Vocational Training Corporation Law:

Article 1:

This Law shall be called "the Law of the Vocational Training Corporation" for the year 1985. It shall be put into effect on the day of publication thereof in the Official Gazette.

Article 2:

 The following words and expressions as mentioned in this Law shall have the specific meanings given for each of them unless otherwise stated:

Minister Minister of Labour.
Minister Institution Vocational Training Corporation.
Council The Board of Directors of the Vocational Training Corporation was formed by the provisions of this law.
General Director General Director of the Vocational Training Corporation.
Training levels: A set of technical specifications that must be available in a particular profession to determine a level of Training in this profession, training plans, and examination principles.

 

Article 3:

A) In the Kingdom of Jordan, an institution will be established which is called (Vocational Training Corporation). It is under the Minister of Labour and it has a corporate personality. It is financially and administratively independent as per the rules of this Law and its regulations. It has the right to raise a file to the court and be charged. The Attorney General or any other person can replace VTC in the judicial procedures. It has its budget.

B) The main location of the VTC is in Amman, it can open centers at any other place in the Kingdom.

Article 4: 

VTC does the following:

A) Provides vocational training opportunities to prepare the technical workforce and to upgrade its efficiency in various non-academic vocational training levels and specializations and to work on varying the vocational training including:

1. Apprenticeship for young persons and adults to practice regular long-term training under the provisions of this Law.

2. Train corporate workers in specialized training centers and in work sites to upgrade their efficiency.

3. Intensive and prompt training for various occupations.

4. Train in the field of Occupational Safety and Health.

B)  Provide support guidance services and establish and develop Small and Medium Enterprises. 

Article 5:

VTC is administered by:

1. Board of Directors

2. Director General

3. Executive Body

Article 6:

The Board of Directors comprises the following:

1. The Minister

2. The Director General

3. Ministry of Labor Representative

4. Ministry of Education Representative

5. Ministry of Public Works and Housing Representative

6. Ministry of Planning Representative

7. Jordan Engineers Association Representative

8. Amman Chamber of Industry Representative

9. The General Federation of Jordanian Trade Unions (GFJTU) Representative

10. Two Private Sector Representatives, nominated by the Minister.

a) All of the above, except the Chairman and the Director General, are appointed by the decision of the Cabinet and nominated by the Minister; this board cycle is for two years and is subject for renewal.

b) The rewards of the board of directors are decided by the Cabinet and suggested by the Minister.

Article 7:

1. The Board of Directors has the following tasks:

2. Set the general policy for VTC.

3. Prepare plans and programs for vocational training.

4. Study the vocational training needs in various corporations.

5. Ratify general bases for vocational training levels and the required instructions to implement VTC tasks.

6. Prepare the required system proposals.

7. Approve the annual budget proposal and send it to the Cabinet for endorsement.

Article 8:

A) The Board holds its meetings upon the call of the Chairman or his Deputy, in case of his absence, at least once every three months or whenever it is necessary to be summoned. The meeting is considered legal when attended by at least eight members including the Chairman or his Deputy.

B) The Board issues its decisions either unanimously or through the consent of the majority. In the case of equality of votes, the chairman shall have a casting vote.

Article 9: 

The Chairman represents VTC in its relations with others.

Article 10:

The Cabinet appoints and defines the salary and bonuses of the Director General, who is designated by the Minister. This decision should be in line with Royal Ratification.

Article 11:

1. The Director General takes on the following tasks:

2. Implement the policy set by the Board and execute the decisions that it issues.

3. Supervise the work of VTC employees and administer its Executive Body.

4. Prepare the annual budget proposal and display it to the Board of Directors.

5. Undertake any authorities assigned by the Board or are in the regulations established under the provisions of this Law.

Article 12:

VTC resources are from:

1. Allocated money from the public budget.

2. Revenues from practical works.

3. Any grants, funds, or financial assistance given to VTC and approved by the Cabinet.

Article 13:

A) The Cabinet in line with the Board of Directors proposals can issue the required regulations to execute the provisions of this Law including those related to financial, procurement, contracts, and personnel affairs.

B) Pending the approval of item a) of this Article, VTC is governed by the regulations established under the provisions of Ministries, Public Departments, and Bureaus, related to financial, procurement, contracts, and personnel affairs.

Article 14:

The Accounting Bureau checks the accounts of VTC; the Cabinet can assign an External Auditor for this purpose.

Article 15:

The Vocational Training System Number (13) for 1974 is canceled. Any provisions of any legislation that contradicts this Law are canceled.

Article 16:

The Prime Minister and the Ministers shall implement the provisions of this Law.
